Note: This letter was sent only days before Boyd
Graves, J.D., discovered the Research Logic Flow
Chart of the government's Special Virus AIDS
program in 1999. The discovery sparked days of
headlines in Africa and created unrest within
medical and scientific communities around the
world. The Flow Chart discovery would prompt the
United States Department of Justice to name the
Office of the President of the United States to
answer Graves' petition for AIDS apology. Many
now believe President Clinton's decision to place
the National Security Council in charge of AIDS
April 30 was a direct response to Graves' Flow
Chart discovery.
Following this letter and presentation of the
Flow Chart, Dr. Graves personally delivered over
three thousand signature petitions to Ohio
Congresswoman Stephanie Tubb-Jones demanding an
immediate review of this under reported federal
virus program, Special Virus. Graves was escorted
by the Senate Sergeant of Arms off capitol hill
and told never to return.
President
Clinton never responded to this letter. During
January 2001, Boyd Graves educated the Bush
Administration by presenting the Flow Chart to
the United States Surgeon General's Office, the
Pentagon, President Bush, Tommy Thompson, Dr.
Robert Gallo, Dr. Alan Rabson, the National
Institute of Health, and many more. All stated no
prior knowledge of the Flow Chart. To date
February 15, 2001 none have taken any action
toward Graves' demands for immediate deactivation,
review, and apology for the tax funded Special
Virus program.
As part of Boyd Graves' ongoing public petition
and educational initiative to strengthen America's
National Security and end AIDS this letter was
forwarded to President George W. Bush this
afternoon and around the internet by citizens
like yourself. |

TO: WILLIAM JEFFERSON CLINTON, PRESIDENT
OF THE UNITED STATES OF AMERICA
SUBJECT: DEMAND FOR APOLOGY AND REPARATIONS
FOR THE CREATION PRODUCTION AND
PROLIFERATION OF THE HIV ENZYME
Dear Mr. President:
As a consequence of the abridgment of the national press
and media, I write today, this ‘Presidents’ Day’,
to demand a resolute apology for the creation, production
and proliferation of the human immunodeficiency virus (herein
referred; the “SPECIAL VIRUS”). It is important
to note that Dr. Gallo has facilitated the derivative of
names, beginning first with the name: Human T-cell
Leukemia/Lymphoma virus. Then Dr. Gallo changed the name
to Human T-cell lymphotropic virus and subsequently to
HIV. The experts believe the name change was a
significant step in the process of disinformation to the
world public. In actuality, the special virus is a
contagious cancer that is the bi-product of our “United
States Special Virus cancer Program” which began
officially in 1962. It is worthy to note, our government,
as well as others around the world, have persisted in
venues of population control and eugenics, since the turn
of the century.
The Congressional Black Caucus has committed to a de novo
review of the supportive evidence, however, it is the
full U. S. Congress that must prioritize this matter. The
U. S. Congress with your fervent leadership must
steadfastly pursue the re-education of the American
people by publicly “exposing” and rapidly and
deliberately “closing” this matter. The issue
of the iatrogenic origin and development of the “special
virus” is ‘unparalleled’ in recorded
history, superseding the invention of the wheel and the
discovery of fire. Our national security, increasingly
intertwined with that of the world’s, requires your
immediate attention.
These demands are presented on behalf of Americans who
have suffered and/or been killed as a direct result of
our “special virus” federal program. Under
separate cover, I will alert the Secretary General of the
United Nations.
I write today in my capacity as lead plaintiff in the
federal lawsuit for reparations and damages. As you are
so intimately aware, we are a strong nation and a nation
of laws. Accordingly, it is conceptually possible to
genuinely forgive our scientists and the national press.
Let the people of the United States, together with
our scientists and press, consider our ever evolving
science of human gene manipulation. If we allow this
program to continue in secret, none of us will survive
the inevitable darkness affiliated with the extinction of
the human race. It is exceedingly clear our national
press has been abridged and our Constitution infringed.
We are appropriately enacting the available processes
incumbent in this demand for an immediate Executive Order.
Our American history is replete with repayment and
apology to its citizens for American violations of human
and constitutional rights. Most recently, we have placed
HIV Positive hemophiliacs in this class of persons.
Previously, we have included the participants of the
Tuskegee study. The ensuing synopsis of evidence
presented herein conclusively proves a right to
reparations for people with HIV/AIDS. We are a class of
Americans who have experienced physical, psychological,
economical and societal demise. But for the intentional,
deliberate and intensive efforts of our government, we
would not be so encumbered.
Fifteen years ago, the American Association for the
Advancement of Science accurately concluded the
government’s “special virus” (HIV) ‘is
a new pathogenic agent produced via human manipulation of
genes’. Following the Association’s conference,
foreign scientists returned home and informed their
leaders of the “new” U.S. virus. One need look
no further than a speech given by then South African
President, P. W. Botha on August 18, 1985:
"...Our
Combat Unity is now training special White girls
in the use of slow poisoning drugs. Ours is not a
war we
can use the atomic bomb to destroy the Blacks, so
we must use our intelligence to effect this. The
person-to-person encounter can be very effective.
As the records show that the Black man is dying
to go to bed with the White woman, here is our
unique opportunity...We have received a new
supply of prostitutes from Europe and America..." |
Mr. President, these are the words of a minority
White government. The tenor of his complete remarks and
the “scientific secrets” claimed to be held
with the United States demand a further expose of the
true aims and objectives of the ‘special virus”
program. Further, the recently declassified National
Security Defense Memorandum #314 (NSDM #314) leaves
little doubt as to our country’s secret and
aggressive agenda of depopulation. Henry Kissinger
Memorandum #45 is consistent with a majority
White government depopulation scheme. Our aims, in
support of our national security, require immediate
concern and intervention. I respectfully request that my
prior articulations to the Cleveland Plain Dealer and the
New York Times newspapers, be incorporated into this
request for immediate presidential intervention. Based on
the following facts, it is eminently clear Americans, as
well as others, have been killed, maimed and socially
raped by an intentionally vicious depopulation and
eugenics agenda of the United States of America:
INDISPUTABLE FACTS AS EVIDENCE OF DEPOPULATION:
1. The “special virus “ program began
officially in 1962, Litton Bionetics Inc., with eventual
oversight by Dr. Robert Gallo. Infant primates were
injected with an “immunosupressive” enzyme to
study the leukemia process in humans. Each year, Litton
Bionetics released surviving primates back into the wilds
of Central Africa.
2. Dr. John Landon, Dr. David Valerio and Dr. Robert Ting
were the project directors for the aforementioned.
3. Although the “special virus” program began
in 1962 and annual reports were prepared by the National
Institute of Health, none of the first seven progress
reports exist in the public domain.
4. “Special virus” Progress Report #8, dated,
August, 1971 (and subsequent ones) exists in ‘very
limited’ fashion. According to Dr. Leonard Horowitz,
the library of the National Institute of Health (NIH)
does not maintain the history of the progress of the
program.
5. The “special virus” program is not
catalogued in many of the libraries of agencies and
universities that participated in the program.
6. Dr. Robert C. Gallo isolated the HIV enzyme in
accordance with the “special virus” program,
contract #: NIH-71-2025.
7. Dr. Robert C. Gallo, et. al., has systematically,
intentionally and purposefully sought to thwart, disrupt,
redirect and retard every meaningful effort leading to
public discovery of his 1960’s gene manipulation
work.
8. The HIV enzyme was isolated and mass produced via
illegal “roller bottle” techniques in
association with “special virus” program,
contract #: NIH-NCI-E-70-2048.
9. According to Dr. Horowitz, it is possible to grow 2.1
trillion virus particles per roller bottle batch!
10. The mass produced HIV enzyme was attached to the
Hepatitis B experimental vaccine-Batch #751.
11. Hepatitis B experimental vaccine-Batch #751 was
administered to 1243 men in Manhattan, New York in 1978
and 1979.
12. Part of the disinformation campaign of Dr. Gallo, et.
al. provided that human subject experimentation was
necessary to determine; a) symptomology, b) infectivity
and c) lethality of the HIV enzyme.
13. The genome of the HIV enzyme is identical to the
recombinant bovine visna virus, according to all
scientific criteria for the identification of virus.
14. Since the late 1930’s the U. S. National Academy
of Sciences has served as the stealth backbone of the
United States’ depopulation program.
15. On June 9, 1969, the U.S. Pentagon informed the U.S.
Congress of its offensive experiments which would lead to
worldwide scourge and black death type plague.
16. On September 16, 1975, the Central Intelligence
Agency informed the U.S. Congress of its 1967 creation of
a ‘poison dart gun’ (microbioinoculator).
17. The CIA’s poison dart gun can convey the “special
virus” (or other biological agents) to a person or
animal from a distance of 100 yards without observation
by anyone including the intended victim(s).
18. An independent review of the more than 22 million
blood samples maintained at the Army Navy Serum
Repository (ANSR), the Walter Reed Army Institute of
Research (WRAIR), the United States Army Medical Research
Institute of Infectious Disease (USAMRIID) and the Henry
M. Jackson Plasma/Cell Reagent Bank will definitively
show the clandestine introduction of synthetic biological
agents in the United States.
19. On July 1, 1969, the U.S. Pentagon informed the U.S.
Congress of its plans for a ‘synthetic biological
agent’.
WHEREFORE; pursuant to the nonexclusive foregoing
factual information I seek your individual support for an
apology and an immediate independent review assisted by
the United States Congress on behalf of all the good
people of the United States. Contrary to the belief
system of your close, personal friend and advisor, we the
people are
entitled to your “close” supervision in which
to curtail this intentional genocide. THIS WORLD awaits
your unadulterated leadership.
