RE: concern over;Your current investigation into the U.S. Special Virus program (1962 - 1978)

Dear General Walker:

I write today on behalf of 30,000 Americans who
have signed my petition or downloaded your 1971
"AIDS Development" flowchart. The flowchart is the
research logic of a secret United States program to
make a virus cancer with an affinity toward people
of color. The secret program spent $550 million
dollars of U.S. taxpayer money between 1964 and 1978
to make a "special" cancer virus.

Although the U.S. federal court system held that the
laboratory origin of AIDS' was a "frivolous" issue
and the U.S. Supreme Court denied a petition for
certiorari on June 4, 2001, the people immediately
turned to the U.S. Congress for an investigation
into the secret federal program.

On June 23, 2001, Congressman James Traficant,
17thDistrict, Ohio, sent a cache of government
documents that I had given him to your office. Bill
Scanlon was to oversee the investigation as we were
notified in late August. Suddenly there was nine one
one.

On December 4, 2001, GAO Health Care Team
investigators contacted the congressman's Regional
Director, Anthony Traficanti and informed him that
LARRY SOLOMON AND JANET HEINRICH were going to be
the principle investigators.

On January 4, 2002, the two investigators contacted
me and I believed an inclusive course of review and
investigation would follow. Investigator Heinrich
has never returned a single call. Investigator
Solomon has expressed that he is a "government
bureaucrat", and that his duty is to Congress not
the American people.

OUR CONCERN

As an American I have always believed that my
government agencies work for me. In this regard, I
have appropriately sought the professional services
of the greatest watchdog organization in the world,
which you lead.

As representative of those who feel similarly, we
have come seeking accountability of a secret virus
development program that parallels the onset of the
greatest threat to the planet since the extinction
of the dinosaur. We have properly provided to you
and numerous other federal agencies the "official
documents", including the yearly budget for the
stealth program. We honestly, perhaps, somewhat
foolishly, believed that your organization, bar none
other, would express the integrity and reliability
upon which you were mandated. Unfortunately, we fear
the opposite to be true for the following
non-inclusive reasons:

1. The investigators now are delaying the release of
the report, which they say has been done since early
April, because they now want a response from the
Director of the National Institutes of Health (NIH).
The people believe the investigators are not working
in the best interest of the American people. It is
odd that since December 4, 2001, the investigators
never contacted the NIH. Yet the NIH is prominently
listed on the cover of the program's 15 progress
reports.

2. Although there are 15 progress reports, the
investigators accessed only three. The people
informed the investigators of the availability of
the additional government documents but the
investigators seemed not interested.

3. The vaccine and cure experiments are located in
PHASE -IVA of the program's blueprint. The people
have a fair understanding of the experiments
conducted thirty years ago, and we are convinced
these experiments would shed revolutionary
information in our current battle to defeat the
federal virus. Again, we are unsure if your health
investigators are dedicated to stopping HIV/AIDS.

4. The investigators did not want a full
presentation of the research. The partial
information before the Health Care Team leaves
excessive wiggle room for your agency and the United
States to disavow the genocide program.

If the U.S. Special AIDS virus was created for the
purposes of effecting an invisible biological war on
certain population groups, the epidemiological
evidence would be clear, and in this case, it is
crystal clear, we murder 200 Black people an hour.

A full review of all U.S. documents relative to this
secret, federal virus development program is
necessary so the American people can maintain
respect for government accountability.
