Re: NIH hiding 1971 HIV flowchart and the U.S. Origin of AIDS

Dr. Cargill's May 15, 2000 letter (above) indicates she 'independently located the 1971 HIV flowchart in the archives of the National Cancer Institute. Dr. Cargill is the Medical Officer for the Office of AIDS Research for the United States.

Dr Cargill has alerted NIH security that I (Boyd E. Graves, J.D.) am a threat to their Institution. Dr. Cargill has even conferred with NIH counsel to seek to bring a lawsuit against me. For the record, Dr. Cargill contacted the NCI archivist, Judy Grossberg in early May 2000. Ms. Grossberg informed Dr. Cargill the HIV flowchart was page 61 of progress report #8 (1971) of the U.S. Special Virus program. THE PRECEDING PAGES ANSWER EVERY QUESTION  AS TO THE GENESIS OF THE HIV/AIDS PANDEMIC.

FOR SOME REASON, the United States refuses to review the progress reports of the federal virus program that parallels the onset of HIV/AIDS. Recently, Professor Robert E. Lee has confirmed the research of Dr. Len Horowitz which concludes the HIV enzyme was developed by the United States under a secret program called MK-NAOMI.

Professor Lee has also found credible U.S. records which conclude ALL records of the early development of HIV have been destroyed. The records destroyed cover AIDS development for the period May 1952 thru February 1970. In March 1970, the United States signed into law PL91-213 (March 16, 1970) which authorizes population control (stabilization) in nations and in parts of nations. The epidemiology of AIDS CLEARLY shows the Black Population has been targeted for population control, pursuant to the official goals and plans of the United States emanating from a 1948 State Department memo.

In Foreign Policy Statement-21 (FPS-21) (February 1948, written by George W. McKennan), the United States sets out to develop a plan to cull certain populations of the world. This want for population control of certain nations stems from the secret importation of nazi scientists in to the United States following World War II. The nazi scientists brought in the VISNA (Wasting) PROGRAM and today the United States concludes that HIV/AIDS evolved from VISNA. See, Proceedings of the United States of America, Vol 92, pp. 3283 - 3287, April 11, 1995.

Although the United States concluded on June 17, 2002 that HIV/AIDS and VISNA had evolved together over thousands of years, the U.S. Special Virus program contradicts the General Accounting Office June 2002 report. According to the official report of the U.S. Special Virus program, VISNA disease had not yet been seen in human disease as late as 1971. See, page 39, progress report #8.

The United States has never even attempted to explain the species jump of nazi Visna (Icelandic Sheep disease) into the human genome and the genome of HIV. According to Professor Robert E. Lee, thirty percent of the infectious protein of HIV is nazi VISNA.

CLEARLY the VISNA virus is not endemic to Africa. If HIV is part nazi visna, and it is, then HIV like VISNA are both from the eugenics programs of the United States and Germany.

When the country's top Medical Officer for AIDS research (Dr. Cargill) learned of the VISNA component of HIV, she turned the science evidence over to Dr. Alan S. Rabson, Deputy Director of the National Cancer Institute.

The progress reports of the secret virus program implicate Dr. Rabson has having played a critical role in the development of HIV/AIDS. Consequently Dr. Rabson has supplied the authors of the HIV flowchart  (Dr. Dick Rauscher and Dr. Lou Caresse) and nothing more. Although Dr. Rabson is the deputy director of one of the largest cancer research institutes in the world, he has stated that he can not provide leadership in review of the 6,000 pages of experiments and contracts and the 20,000 science papers contained in the fifteen progress reports of the federal genocide program (1962 - 1978).
