Dear Secretary Thompson: I am hereby submitting this supplemental letter in support of the FOIA appeal Case # PHS-2k2-A-069, pursuant to a conversation with your Public Health Service office on Friday, October 4, 2002. On behalf of the 40,000 people who have a copy of the “research logic” flowchart of the U.S. Special (AIDS) Virus program, we applaud the Department of Health and Human Services for now seeking to include the archives of the U.S. Special Virus program in the response to the issues raised in the current FOIA request. In the archives of the National Cancer Institute are three of the fifteen progress reports of the U.S. Special Virus program (1948 – 1978). The archives have progress reports #8, 14, and 15 (1971, ’77, ’78). The 1971 flowchart is located at page 61 of progress report #8. The preceding sixty pages answer every question as to the design, intent and purpose of the flowchart to develop a candidate “leukemia/lymphoma” human retrovirus. Review and investigation of the U.S. Special Virus program would shed tremendous science and medicine remedies for HIV/AIDS, as is listed in the Phase IV-A (Immunological Control) experiments of the flowchart. Dr. Robert Gallo’s 1971 electron microscope (x105,000.) of the ESP-1 virus created in accordance with the 1971 flowchart, shows that the man made 1971 ESP-1 virus is identical to Dr. Gallo’s 1985 electron microscope of HIV/AIDS. The science community has remained silent on the discovery of the 1971 electron microscope photo of HIV. In any review of this federal program, all initial attention should be directed to the Phase IV-A vaccine and cure experiments. These specific experiments and contracts provide a clear guide as to what the science and medical community knew could stop HIV/AIDS at that time. In closing, the Secretary should take note of the ‘mycoplasma’ engine of ESP-1 virus and HIV. There are three mycoplasmas on the cover of the design of the U.S. Special Virus program. On September 21, 2000, CBS EVENING NEWS introduced them as a new science discovery, “VIRUS ARMOUR”. CBS has now pulled all references to the ‘Virus Armour’ segment. It is only this review, at this time in history, do we stand our best opportunity to dismantle a man made biological monster, whose time has truly past. Thank you for being there for the American people and the people of the world. Please use your considerable influence to hasten the review of the HIV antidotes listed in the U.S. Special Virus program (1948 – 1978). Sincerely,
