Emerging Viruses Author Says the U.S. GAO Investigated the Wrong AIDS Origin Theory

 

Sandpoint, ID — The U.S. General Accounting Office (GAO) was led astray in disproving a theory that the AIDS virus was created in a U.S. government laboratory, according to the author who originally raised the question Ohio Rep. James A. Traficant requested be studied last July.

 

Congressman Traficant ordered the GAO study following the urging of an HIV-positive attorney and former Youngstown resident, Boyd E. Graves, who persuaded the legislator that a flow chart accompanying lengthy National Cancer Institute (NCI) “Special Virus Cancer Program” reports was a “smoking gun.”

 

According to Dr. Leonard Horowitz, the author of an American bestseller, Emerging Viruses: AIDS & Ebola—Nature, Accident or Intentional?(Tetrahedron Press, 1996), the book that Graves credits for his “discovery” of the flow chart, the primary question Graves raised, and GAO investigators asked, was fundamentally absurd.

 

“Mr. Graves was delusional when he conceived the notion that a single flow chart represented definite proof that the AIDS virus had been constructed by government contractors. Far more relevant questions would have been, ‘How was it that HIV/AIDS was able to simultaneously outbreak on two far removed continents, in two demographically distinct populations, other than through contaminated vaccines?’ Most scientists respect this question. Next, ‘Was there any links between firms that used gay men in New York City and Blacks in central Africa in the early to mid 1970s as subjects for questionable cancer virus vaccine experiments, and the contamination of those vaccines with HIV sequences or AIDS-like viruses found in the laboratories that supplied chimpanzees used in the vaccine production process?’  Evidencing the affirmative to these questions is absolutely certain and definitive,” Dr. Horowitz said.

 

Dr. Horowitz’s research of SVCP contracts proves that Litton Bionetics—a top U.S. biological weapons contractor, monkey supplier for vaccine producers, chief administrator of the NCI during the period in question, and the principle overseer of the SVCP—was contracted to produce numerous viruses that were descriptively and functionally identical to the AIDS virus, HIV, as early as 1968. Whether their viral productions were genetically similar to HIV is a matter for serious inquiry.

 

Graves cited a number of experts, including Dr. Horowitz, who he claimed supported his case. However, according to Janet Heinrich, the GAO’s director of health care and public health issues, none of the experts actually supported Graves’s theory.

 

“Of course we were unable to support Graves’s theory,” Dr. Horowitz said. “It was bogus from the start, and I told him [Graves] so. What Graves directed the government investigators to ask is, ‘Does the SVCP flow chart prove that HIV/AIDS was manufactured by a government lab?’  There were dozens of SVCP contracts that had nothing to do with developing a “special virus” like HIV/AIDS. Some contracts did, but they were not central to the GAO’s focus. Graves had everyone focusing on a complex and largely unintelligible flow chart. I told him from the beginning he was making a fatal error, that his misdirection would help the GAO whitewash the matter, and that his actions and GAO report would undermine future serious scientific inquiries into the most revealing evidence. And that’s precisely what has happened.”

Indeed, in an interview published by States News Service (SNS), Heinrich made light of the “conspiracy theory” advanced by Graves and said, “We don't get many requests to pursue things of this nature.”

Among the contradicting pieces of evidence for Traficant, SNS reported, “was the GAO’s finding that HIV was found in blood samples of an African man who died in1959. That predates the 1964 start of the virus cancer program, the GAO report states.”

Dr. Horowitz responded to this by saying, “the question about the 1959 strain, as detailed by Zhu et al. as reported in Nature (February 5, 1998), reinforces, they wrote,  ‘the role of large-scale vaccination campaigns’ in the onset of AIDS. In fact, answers to the questions most serious investigators might pose expose the sharing of contaminated blood between those who received the monkey virus contaminated polio vaccines in the 1950s and later the 1974 hepatitis B vaccine partially produced in chimpanzees before gay men in New York and African blacks. Litton Bionetics provided the link supplying contaminated chimpanzees to the Merck Pharmaceutical Company operating in New York labs. They produced the 1974 hepatitis B vaccine given to gay men there and mostly women in central Africa. This is most likely how the AIDS pandemic got started, and these are the avenues of inquiry I urged the GAO investigators to take when they questioned me.”

            In fact, the Merck pharmaceutical company, under scrutiny today for $12 billion of financial improprieties, had leading scientists who knew their vaccines were contaminated by monkey cancer viruses. They did little or nothing to stop Merck’s production. In a secreted interview published by Dr. “Horowitz ‘On Vaccines,” (Tetrahedron, LLC, 1998; 1-888-508-4787) Dr. Maurice Hilleman—among the world’s leading vaccine experts—explains how he brought the AIDS virus to north America in shipments of contaminated primates destined for vaccine research at Merck.             Dr. Horowitz believes his theory best explains the occurrence of what Dr. Gerald Myers, chief of the special HIV Sequence Database AIDS Project of the U.S. Government’s Los Alamos Laboratory, called the “Big Bang” of the mid-1970s when he identified the sudden simultaneous emergence of numerous types of HIV around the world at that time.

            In his book, Dr. Horowitz reviewed dozens of viral vaccine studies conducted by a narrow network of virologists working for major military–medical contractors under the auspices of the National Cancer Institute (NCI) and the World Health Organization (WHO). The text details bizarre and horrifying experiments, many done in conjunction with the biological weapons race of the 1960s and early 1970s when Litton Bionetics officiated the development of countless immune system ravaging viruses, and supplied monkeys and chimpanzees to firms that developed an assortment of antidote vaccines for the Department of Defense and cancer studies.

            In the end of his book Dr. Horowitz concludes that the speculation regarding HIV’s evolution and subsequent transmission from African green monkeys, or even chimpanzees, in the wild to humans, as government officials first contended and most people believe, is grossly unsupported. “Far more consideration should be given to a growing body of scientific evidence supporting a man-made origin, and vaccine transmission, of HIV/AIDS,” he says. “The greatest problem now is that, for all we know since we have yet to determine its origin, HIV may still be transmitting through contaminated vaccines.”
